Oswald Finnie, the director of the NWT and Yukon branch of the Government of Canada, travelled the Mackenzie River in the 1920s inviting Inuvialuit to enter a treaty with the government. In 1929, community leaders in Aktlarvik told him that Inuvialuit did not want a treaty like the Dene had. Instead ot the government paying everyone five dollars they said it would be better for the government to 'feed those who are in misery, the widows, the blind, the sick.'
